The Parish Councils of Caterham on the Hill and Caterham Valley and the Village Councils of Chaldon and Whyteleafe (together called the local councils), have prepared a draft neighbourhood plan.
Before the plan can be adopted, it must be examined and then voted on in a local referendum.
The submitted neighbourhood plan is:

A Regulation 16 consultation took place between 11 August 2025 and 10 October 2025. Responses received are listed below:

Plan examination
Following the Regulation 16 consultation, the above documents and representations were sent to an Independent Examiner, Andrew Ashcroft BA (Hons) MA, DMS, MRTPI. The Examiner considers whether the plan meets basic conditions, satisfies legal requirements, and will identify an appropriate area for referendum. The Examiner is currently reviewing all the information to determine whether the examination will involve a hearing. Updates on the examination will be published on this page including the Examiner’s report at the end of the process.
