The Council is inviting comments on its draft Housing and Economic Land Availability Assessment (HELAA). This is a technical study local planning authorities are required to carry out to identify land which is potentially suitable, available and achievable for housing and economic development in their areas, but it does not allocate any sites.
The HELAA Methodology explains how we will carry out this assessment.
The deadline for comments is 11.59pm on 29 November 2024.
How the HELAA methodology works
The HELAA is an important evidence base which informs plan making. It identifies a pool of potential development sites which a Local Plan can draw from.
The methodology sets out the processes for identifying and assessing sites. This methodology has been prepared in line with the five-stage process set out in the national Planning Practice Guidance (PPG).
- Stage 1: Sites / broad locations identification.
- Stage 2: Sites / broad locations assessment.
- Stage 3: Windfall assessment.
- Stage 4: Assessment review.
- Stage 5: Final evidence base.
